Eligible Applicants
- Males who have not yet fulfilled their military service obligations, hold ROC nationality, and had household registration in Taiwan, aged from 19 (as of Jan 1st) to 36 (as of Dec 31st).
- Example: For males born between Jan 1 and Dec 31, 2006 (Year 95 of ROC calendar), the age of conscription is 19 in 2025 (Year 114).
Instructions
- Notice Validity Period: Valid for departure within the approved period on the form (multiple uses within 1 month; single use for returning R.O.C. (Taiwan) nationals residing overseas draftees within 1 month).
- Maximum stay abroad: Each trip must not exceed 4 months. (Example: If departing on Jan 1, 2025, must return by May 1, 2025. Return on May 2, 2025, will be considered overdue.)
- Entry and exit dates are based on the immigration authorities' reported customs clearance times.
- Once the approval notice is generated, it cannot be canceled or changed. If you wish to reapply, you must wait until three days before the notice's expiration date to do so. (For example: If the approval notice is valid until July 15, 2025, you may reapply on July 12, 2025.)
- Applications will be automatically reviewed against military control records. Those not under restriction will receive immediate approval.
- Make sure your passport has at least 6 months of validity for international travel.

- If you are applying as a student without submitting required documents (e.g., proof of enrollment), you cannot apply at the National Immigration Agency. Additionally, if you are 19 and have not completed the military census, your local district office may contact you to follow up regarding your educational departure status and census.
- If a Returning R.O.C.(Taiwan) Nationals Residing Overseas Draftee fails to return to Taiwan from his place of overseas residence, or if the required supporting documents are incomplete, he will be regarded as a regular conscription-eligible individual. Provided none of the disqualifying conditions listed below apply, he may apply for permission to leave the country through this system, with each permitted trip not exceeding four months.Those who fail to return after being duly notified and consequently miss the conscription process will be referred to judicial authorities for investigation.
Situations Not Eligible for Application
- Already listed for military draft.
- Overstayed return period on a previous departure. Applications for this year and the next year will not be accepted.
- Those currently abroad cannot reapply for departure.
- A returning R.O.C.(Taiwan) Nationals Residing Overseas Draftee is required to fulfill their military service obligations in accordance with Article 3 of the Conscription Regulations for Naturalized Aliens & Returning R.O.C.(Taiwan) nationals residing overseas.(Those who have stayed in Taiwan for 183 days or more are, by law, required to undergo conscription procedures.)
- Not eligible:
※Draftees intending to study abroad should apply for departure approval at the National Immigration Agency service centers in their respective counties or cities.
※Students who have not submitted proof of enrollment cannot apply as students. If applying for short-term departure via this system, please submit the documents to your local district office within 4 months after approval to update your departure reason and protect your student status rights.
※Those who have already been approved for departure must use the official Military Departure Approval Notice Query and Print System to print the approval notice.
The printed notice and a valid passport are required for inspection at departure. During the approved period, this system will not issue another short-term departure approval.
(1) Students enrolled in joint degree programs between domestic and overseas universities (Bachelor's, Master's, or Doctoral degrees).
(2) Gold or First Prize winners in international math/science Olympiads or INTEL science fairs, recommended by the Ministry of Education.
(3) Students sent or recommended to study or research abroad.
(4) Non-student individuals sent or recommended to perform or compete internationally on behalf of Taiwan.
(5) Applicants originally applying for short-term departure but later approved for student departure.
- Incorrect input information.
- Applications must be submitted within 3 to 30 days prior to departure. Applications submitted more than 30 days in advance will not be accepted.
(Example: If the planned departure date is May 1, 2025, apply on or after April 1, 2025. If applied too early, such as March 20, 2025, The system will not allow the selection of 114/5/1.)
