Household registration, as the basis of national general affairs, has the main purpose of ensuring people’s rights and interests, and offering correct household registration documents. While the Ministry of the Interior is the competent authorities, household registration offices in municipal and local governments are responsible for permanent residence registration. In case the number of population in the area excesses 3,000,000, a household registration office can be established, and the said area is under control of which.

Recognizing the actual demands in the Period of mobilization for the suppression of Communist rebellion, the government, according to the policy of integration of household registration and police affairs in July, 1969, assigned local household registration business to police authorities.

Until July 1973 and July 1974, when the Household Registration Act and Enforcement Rules of Household Registration Act were respectively amended, Reformation of household registration system originating from the Period of mobilization for the suppression of Communist rebellion was completed.

Subsequently, along with the end of the Period of mobilization for the suppression of Communist rebellion, the Household Registration Act was amended to divide the household registration system from police, and have it return to the civil service institution and eventually implement the spirit of democracy and order.
